The Power Report
This quarterly publication addresses topics relating to
reliability and restructuring, and focuses on specific ways in which WPPI Energy and
its members are assisting large customers operate a more efficient business in
an increasingly competitive environment.
Technical Workshops
Technical workshops provide commercial and industrial
customers with up-to-date information on power quality issues, efficient motors
and other electric industry issues and technologies.
WPPI Energy Website
This open access website provides regular updates on
governmental actions effecting utilities and other information about the
electricity utility business and WPPI Energy operations and programs. The site has
useful utility links and an archive of WPPI Energy press releases.

Efficiency Improvement Incentives
Customized energy incentives are determined on the basis
of utility peak demand reduction, energy savings and customer payback. To
qualify for an incentive, customers should receive pre-approval from the
Stoughton Municipal Utilities prior to implementing any efficiency
improvements. Eligible measures include, but are not limited to:

Renewable Energy Program
For companies who want to project an environmentally
friendly image, WPPI Energy provides the opportunity to purchase electricity produced
by renewable sources. The level of participation is completely voluntary. WPPI Energy
will provide marketing assistance to promote the company’s participation in the

Capacity Program
WPPI Energy will pay participants for the right to utilize the
customer-owned generator as part of its power supply resources. The program is
designed to apply to qualified customers who can operate their units in
parallel with the Stoughton Municipal Utilities' distribution system as well as
those who can disconnect electrical load from the member's system when
requested by WPPI Energy. Participants enter into a 5-year or 10-year contract with
WPPI Energy. WPPI Energy pays participants monthly. The Capacity Program is available to any
Stoughton Utilities retail customer with an average peak monthly
demand of 500 kW or greater (the sum of the monthly peak demands for the
previous calendar year must be 6,000 kW or greater) who owns a generator
capable of providing a minimum of 500 kW or greater output to the utility.
Curtailable Program
WPPI Energy's Curtailable Program allows qualifying customers to
receive a financial benefit from agreeing to shed load when asked by WPPI Energy to do
so. Participants enter into a 5-year or 10-year contract with WPPI Energy. WPPI Energy pays
participants monthly. The Curtailable Program is available to any Stoughton
Utilities retail customer with an average peak monthly demand of
1,000 kW or greater (the sum of the monthly peak demands for the previous
calendar year must be 12,000 kW or greater) who is able to reduce electrical
consumption by a minimum of 500 kW or greater during curtailment periods.
Energy Efficiency Analysis & Metering Services
The Energy Efficiency Analysis and Metering Program is
designed to help customers capitalize on energy efficiency opportunities that
exist in their facilities.
A Stoughton Utilities or WPPI Energy engineer can work directly with customers to conduct an energy audit. A
report identifying potential areas of savings and suggesting possible upgrades
or modifications will be developed for the customer. Each project identified in
the report will typically include expected cost savings, estimated project cost
and simple payback calculations.
Using portable metering equipment, a Stoughton Utilities or WPPI Energy engineer can measure electrical usage for
almost any plant operation or individual piece of equipment. This type of
information is extremely valuable for planning equipment upgrades, verifying
process costs, changing usage patterns, correcting power factor, and pursuing
load management opportunities.
Power Quality Program
Today's electrical equipment is far more sensitive than
the typical electrical devices of the past. The Power Quality Program is
designed to assist Stoughton Municipal Utilities customers in their efforts to
resolve customer specific power quality problems.
WPPI Energy negotiates terms and conditions with qualified
contractors for the following services. These services are available to
Stoughton Utilities customers at the same competitive rates gained
for all WPPI Energy member utilities.
Infrared Inspection Services
The Infrared inspection service is a cost-effective way to
locate electrical faults and mechanical problems due to overheating. The
inspection can reveal problems prior to failures and help avoid costly
down-time and emergency repairs. Some insurance companies are requiring an IR
inspection on a regular basis for their clients.
Lamp/Ballast And Computer Recycling Services
According to the Wisconsin Department of Natural
Resources, a variety of lamps and bulbs contain potentially dangerous heavy
metals, like lead and mercury. Improper disposal of these materials can cause
environmental and public health problems. Companies may bare financial
responsibility for clean up of improperly land-filled items like these.
Recycling is the most cost-effective way to manage
mercury-containing lamps, PCB-containing ballasts and heavy-metal laden
electrical components. A registered recycler can assure that these waste items
are properly recycled and provide the documentation a company needs to avoid
liability.
Rubber Goods Testing Services
Regular testing of personal protective equipment such as
gloves, sleeves, blankets, hoses and covers can enhance the safety of
electrical maintenance staff. These services meet national, state and utility
safety standards.
Transformer Oil Testing Services
Transformer oil testing provides valuable information for
anticipating problems inside and assessing the life expectancy of
customer-owned transformers. Annual testing is recommended. Recognizing
transformer problems early can help avoid costly down-time.
Weed Spraying Services
This service is provided by a licensed applicator and
charged on a per square foot basis. Spraying is typically scheduled during the
spring season. The chemicals applied will kill all vegetation in selected
areas, such as substations, parking areas, and graveled surfaces.
Test Equipment
The following monitoring equipment is available to
industrial customers on a free loan, limited time basis through WPPI Energy:

Ultra sound detector for identifying air and gas leaks and monitoring bearing
vibration.

Data loggers for recording temperature, relative humidity and motor operation
cycles for download to computers.

Light meter.
