Project Status Report No. 20
This will be the last weekly update for the project since final paving is scheduled to be complete by the end of next week. As indicated in the report, the exact date for pavement marking has not been determined. Once the pavement marking and signs are in-place, the street can be re-opened.
Final paving will result in significant inconvenience for motorists and residents, especially for those that have not been using the detour route. The more traffic we can keep out of the area during paving, the better the final product will be and the sooner it will be complete. If anyone has ideas for getting the message out, please do so.
Summary of last week’s activities: - Completed installation of all new curb and gutter and pedestrian refuge islands.
- Completed installation of new sidewalk and driveway aprons.
- Continued with topsoil placement and restoration of grass on terrace areas between new curb and sidewalk east of Franklin Street.
Summary of Contractor’s plans for next week: - Complete all remaining fine grading of base course for new street.
- Complete all topsoil placement and terrace restoration.
- Place asphalt driveway patches in areas behind sidewalks (scheduled for Wednesday).
- Place lower layer of asphalt from Lynn Street to Amundson Parkway (scheduled for Thursday).
- Place upper/final layer of asphalt for entire project (scheduled for Friday).
- Place all new pavement markings (scheduled for Saturday or Monday September 19th).
Traffic Control Status: - The Phase 2 traffic control plan will remain in effect next week.
- Travel on East Main Street will be difficult during the paving scheduled next week. Residents and Motorists are encouraged to avoid travel on East Main Street from the railroad tracks to Chalet Drive during paving operations.
- The traffic control and detour will not be removed and East Main Street will not be opened to through traffic until all pavement marking and street signage is complete.

Summary of last week’s activities:- Completed excavation and placement of base course for new street construction from Franklin Street to near Amundson Parkway.
- Completed installation of new sidewalk and driveway aprons on East Main Street from Lynn Street to Franklin Street.
- Began topsoil placement and restoration of grass on terrace areas between new curb and sidewalk from Lynn Street to Academy Street.
Summary of Contractor’s plans for next week:- Install new curb and gutter on East Main Street from Franklin Street to Amundson Parkway.
- Begin grading, forming, and placement of new sidewalk and driveway aprons on East Main Street from Franklin Street to Amundson Parkway.
- Begin topsoil placement and restoration of grass on terrace areas between new curb and sidewalk from Academy Street to Amundson Parkway.
- Fine grade base course for paving between Lynn Street and Amundson Parkway.
- Begin lower course of asphalt pavement between Lynn Street and Franklin Street.
Traffic Control Status:- The Phase 2 traffic control plan will remain in effect next week.
- Access to the hospital via Academy Street/East Main Street/Church Street is improving. The intersection is now graveled and available for emergency vehicle use. Motorists destined for the hospital should follow the posted hospital access route.
- Access to the Skaalen Home area will remain difficult next week due to construction activity at the East Main Street/Amundson Parkway intersection. Motorists destined for the Skaalen Home should use Vernon Street and either Franklin Street or Morris Street to cross East Main Street.
- Access to Kwik Trip and Harbor House will be difficult next few weeks due to construction activity at the East Main Street/Amundson Parkway intersection. A temporary driveway has been established for Kwik Trip and Harbor House just east of the Amundson Parkway intersection.
Project Completion:- The Contractor will be working longer hours and on Saturdays in order to complete the work as soon as possible.
- To minimize inconvenience to east side businesses and residents, the final paving of East Main Street will be completed in two phases. The first phase will extend from the railroad tracks to Morris Street and the second phase will extend from Morris Street to Chalet Drive. Final paving is scheduled for the week of September 12th. Following placement of all asphalt, new pavement markings will be applied. In order to obtain the best possible finished product and avoid pavement damage, motorists should avoid use of East Main Street during final paving and pavement marking operations. Motorists should use the Phase 2 detour route and only cross East Main Street at intersections where paving and pavement marking is not in progress.
- The Contractor has indicated they expect to have the project complete and reopened to traffic during the week on September 12th.

Skaalen Home Access Route
During the final stage of construction, access to Skaalen Home will be via Morris Street or Franklin Street while Amundson Parkway is not available. We’ll try to work with the contractor to make it clear if Morris Street or Franklin Street should be used on a particular day as it will depend on the progress of street construction activity. This route will not be posted with construction signs.

We reviewed the schedule for the remaining work on East Main Street with Daryl Fox of R.T. Fox Contractors. According to Daryl, they expect to be complete with East Main Street by Friday September 9th barring any extended period of wet weather. This allows time for terrace restoration, surface course paving (including additional paving for street department from Amundson Parkway to Chalet Drive), and pavement markings.
The Contractor will be working on the West Main Street sanitary sewer replacement as the next highest priority once the utility construction on East Main Street is completed. The Contractor will then be working on various manhole replacements throughout the City.

Paving is scheduled for Monday, June 13 on Phase 1 of the reconstruction. If that holds true, we will begin Phase 2 on Tuesday, June 14. East Main Street will be closed from Lynn Street to North Henry Street. The street will be closed to thru traffic; you will be able to access your driveway from one end or another for most of the project. There will be occasional water shutoffs for new connections. You will be notified the day prior to any shutoffs. You will not have access to your driveways when new curb, driveways and sidewalk are poured.
Phase 2 is scheduled to be completed August 10. Phase 3 will be from N. Henry to Amundson Parkway. That section will begin in late August and be completed August 10. For any questions regarding this project, call Daryl Fox (608) 751-1988.

Stoughton Construction Project To Start
$1.2 Million Project Will Replace, Rebuild Parts Of Downtown

STOUGHTON, Wis. -- Sunday morning, traffic breezed through Hwy. 51 in Stoughton. But along the side of the road sat signs waiting to be put up ahead of a major construction project that will tear up parts of Main Street in Stoughton beginning Monday. "It’s a major dig project. Weather cooperates, certainly we're looking at the middle of August," said Bob Kardasz of Stoughton Utilities.
The $1.2 million project will replace a water main, sewer, curbs, and gutters, and will rebuild the street just east of downtown.
Construction will be split into two phases. The first will close Main Street from the railroad tracks, east to Lynn Street, about a stretch of two blocks. The detour will take drivers a few blocks out of the way, but they'll still have full access to downtown businesses. Once the first phase is completed, the second phase will close Main Street from Lynn east to Amundsen Parkway.
"This is our eastern gateway. I know that the residents and the people that come into town are going to like what they see when it's done," said Kardasz. "If it needs to be done, it needs to be done. There's not a lot we can do," said Russell Olmstead. Olmstead lives right in the middle the construction zone.
He said it is better he and his dog need a detour to take a walk than detour traffic around local stores. "I’d prefer to have the residences than the businesses cut off, absolutely. It is a little inconvenience for me. We park on the side streets, but we're not looking to lose money out of it," said Olmstead.
City officials recognize construction can be a headache, but said the payoff will be worth it.

We were told this afternoon that the State Historical Society approval letter was mailed to DNR Thursday, April 21. The DNR representative will be out of the office Friday, April 22, so they won’t be able to process the permit until Monday afternoon.
We anticipate receiving the permit sometime on Monday April 25th. We will finalize the traffic control, install erosion control, and begin pavement removal beginning Monday April 25th. We wil not disturb any base course material under the pavement until the permit is in hand. We will then post the permit on-site before continuing with construction.
Also, please note that additional archaeological investigation and approvals will be needed before the sewer replacement work on West Main Street can begin. We will notify you once we have the necessary approvals, but don’t plan on doing this work until later on in the project.

East Main Street construction project summary:- East Main Street will be closed to thru traffic from the railroad tracks east to Lynn Street starting Monday April 25 at 7:00 a.m. Work on the this phase of the project will last approximately 5 weeks. Any questions regarding the closure should be directed to Daryl Fox at R.T. Fox Contractors, Inc.(608-751-1988).

The March 24, 2011 updated maps show the detour route included in the contract documents for both phases of the project.

RE: E. Main St. Reconstruction
Project Start Up
Dear E. Main St. Area Residents and Businesses,
The purpose of this letter is to notify you of the start up of the E. Main St. Reconstruction Project. We are presently waiting on the final permits to be issued by the State of Wisconsin. These permits should arrive anytime now. Our work will begin when we have permits in hand.
The first phase of the project will be from Lynn St. going west to the railroad tracks. This section of street will be closed to thru traffic. Homeowners will be able to access their driveways at all times except when construction is directly in front of homes and when new curb, sidewalk and driveways are poured.
We will be replacing the sewer, water and storm sewer pipes. When we install the new water lines, there will be periods of water shut off to make connections. You will be notified the day prior to any shut offs with door tags.

The archeologist will forward his report of no significant findings to the Wisconsin Department of Natural Resources (WDNR) today or tomorrow. The WDNR is then scheduled to issue their findings and permit(s) that are required for the project to proceed.

During Phase 1, the segment of East Main Street from the railroad tracks to Lynn Street will be closed to all but local traffic (local traffic is generally considered residents that live on the street, subject to enforcement by the police department). One lane of traffic will not be kept open in the construction zone. During Phase 1, traffic headed for the hospital from the east side of town will not be impacted as East Main Street from Amundson to Church Street will be open. Traffic headed to the hospital from the west side of town will need to follow the detour route (Fourth Street/South Street/Academy Street). During this phase, it may best to locate the Hospital Access signs at Main/Fourth, Fourth/South, South/Dunkirk, and Academy/South.
Once the contractor has paved the Phase 1 area, they can begin work in the Phase 2 area. At this point, Phase 1 will be opened to local traffic headed for the hospital from the west (via Lynn Street). One lane of traffic will not be kept open in the Phase 2 construction zone, but the contractor will be required to keep intersections passable for north-south traffic. During Phase 2, the location of the Hospital Access signs will need to be flexible based on the status of the construction work. I would expect traffic headed for the hospital from the east to come in on East Main Street to Amundson Parkway, and then to Giles Street. Hospital Access signs would probably be best at these intersections. We'd probably need to maintain Hospital Access signs at Dunkirk/Academy and South/Dunkirk as well.

Re: East Main Street Utility and Street Reconstruction, Stoughton Utilities/City of Stoughton
Dear Sir/Madam:
Stoughton Utilities and the City of Stoughton are planning to reconstruct East Main Street from the railroad tracks crossing to just east of North Henry Street in 2011. The project is currently in the preliminary design phase. This letter will summarize the currently anticipated scope and schedule of the project.
Sanitary sewer, water main, and storm sewer within the project area will be replaced. New sanitary sewer laterals and water services will be installed for each property at no cost to the property owner. Following completion of utility construction, the street will be reconstructed. Street reconstruction will include new base course, curb and gutter, driveway aprons, and asphalt pavement. Significant sidewalk replacement will also be included in the project. In accordance with City policy, property owners will be assessed for a portion of the curb and gutter, sidewalk, and driveway apron replacement costs.
We anticipate construction of the project to begin in mid-to late March 2011 (weather permitting) and be completed by late July 2011.
Main Street within the project area will be closed during construction. A detour route for through traffic on Main Street/US 51 will be established. Provisions for local traffic access to individual properties, businesses, and Stoughton Hospital will be made.
